A

ABANDONED VEHICLES
The Springdale Police Department is authorized to provide for the removal of any vehicle left unattended upon any street for forty-eight hours, any vehicle that is illegally parked that constitutes a hazard or obstruction to the normal movement of traffic or any vehicle that is left on private property for more than seventy-two consecutive hours without the property owner's permission. Owners of illegally parked or unattended vehicles are liable for citation and towing/impound fees. For further information, contact the Springdale Police Department at 346-5760.

ACCIDENT REPORTS
Contact the Springdale Police Department to report auto accidents. If not injury related, call 346-5760.   If an injury is involved call 9-1-1.

ANIMAL BITES
Animal bites should be reported to the Health Department for follow-up. Please call 346-5725. Bites should also be reported to the Police Department at 346-5760.

ATHLETIC PROGRAMS
The Springdale Community Center offers a variety of competitive sports programs for both youth and adults to participate in throughout the year. BALL DIAMONDS
The Springdale Community Center has six baseball/softball fields at the Community Center of which two are lighted for night play.  Due to heavy usage for league games and practices, all ball field reservations must be made in advance. Please call 346-3910   for further information.

BASKETBALL COURTS
The Springdale Community Center has three indoor court and two outdoor lighted courts located at 11999 Lawnview Avenue. Our other parks which have outside courts without lights are: Underwood Park located on Rose Lane, Ross Park located on Lawnview Avenue, Chamberlain Park located on Marwood Lane, and Cameron Park located on Cameron Road. All parks other than the Springdale Community Center are open from daylight till dark. Please call 346-3910 or refer to our Springdale Community Center brochure for hours of building operations.

BLOCK PARTIES
Residents must make requests in writing to the City Administrator at 11700 Springfield Pike, Springdale, Ohio 45246. Arrangements will then be made for sawhorses to block off the streets.

BOARD OF ELECTIONS
Located at 824 Broadway in downtown Cincinnati. Call 632-7000 for additional information.

BOARD OF HEALTH
Composed of five members who meet the second Thursday of every month at 7:00 p.m. in the Municipal Building. Meetings are open to the public. For information, call 346-5725.

BOARDS AND COMMISSIONS
Residents are encouraged to apply for appointment to any of the City's (10) boards and commissions which include: Board of Zoning Appeals, Planning Commission, Charter Revision Committee, Civil Service Commission, Civil Service Review Board, Parks and Recreation Commission, Board of Health, Tax Review Board, Board of Housing, Building and Fire Appeals, and the Volunteer Fire Fighters' Dependents. BRUSH / WOOD CHIPPER / CHIPS
There is no need to call the Public Works Department to arrange a pickup date - your brush will be collected according to the following schedule. This service is provided to each residence one time per week. Please place brush at your curb by 7:00 a.m.Monday morning and it should be picked up on the following days:

Monday: Beacon Hills and Oxford Hills Subdivisions, Kenn Road, Glensprings, Fairsprings, Knollsprings, Glenfalls, Woodvale and Ashmore.

Tuesday: Cloverdale, Smiley, Allen, Park, Dimmick, Valleyview, Greenlawn, Harmony, Observatory, Madison, Lafayette, Grandin, Rose, W. Kemper (SR4 to Kenn ), Bernhart, Whallon, Cameron, Naylor, Sharon and Glensharon.

Wednesday: Baldwin, Terrace and Royal Oaks Subdivisions, Springfield Pike and W. Kemper (SR4 to Lawnview).

Thursday: Heritage Hill Subdivision, Chesterdale, Crescentville, Ray Norrish and Springdale Lake.

Friday: This day will be used to catch up in case of heavy demands, inclement weather or holidays.

Residents may help with this process by placing brush with the cut end facing in the direction of vehicle travel. Leaf piles must be separated from brush piles. Please do not place rocks, stumps or other plant material or trash in the brush pile

Required for any new structures, room additions, renovations, decks, swimming pools, fences, commercial tents, sheds, accessory structures, signs and demolitions. Contact the Building Department at 346-5730.

BUILDING STANDARDS
All building and zoning regulations are administered by the City's Building Department, which issues permits and inspects all building construction, call 346-5730.

BUREAU OF MOTOR VEHICLES (LICENSE BUREAU)
There are two Bureaus of Motor Vehicles convenient to the residents of Springdale. One is located in Sharonville at 11177 Reading Road - 563-1420, and one is located in Forest Park at the Promenade Shopping Center at the intersection of Kemper and Winton Roads - 742-2477.

CITY ADMINISTRATOR
The City Administrator is appointed by the Mayor and is charged with administering the day-to-day operations of City government, as well as implementing the policies enacted by the City Council. He is the Chief Appointed Officer of the City.

CITY CLOSINGS
The Municipal Building is closed on the following Holidays: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, and Christmas Day. If a holiday falls on a Saturday, the offices are closed on Friday, or if the holiday is on Sunday, the holiday is observed Monday.

CITY COUNCIL
Seven member non-partisan council. Four members are elected from districts, three are elected at-large. All members serve a four-year term. For information, please call 346-5700.

CITY MECHANICS

CRIME PREVENTION
The Springdale Police Department is concerned with preventing crime and solving problems in partnership with all residents. Officers are available to discuss home/neighborhood/personal security as well as specific topics concerning residents. Contact the Springdale Police Department at 346-5760 and talk to the Community Service Officer or the on-duty supervisor regarding your request.

CRIME REPORTS (NON-EMERGENCY)
Non-emergency crimes may be reported by requesting an officer respond to your residence or by stopping in at the police station. Call 346-5760.

CURBSIDE RECYCLING PICK-UP
The City offers recycling of various materials through two programs. All single family residences may receive a recycling bin to place on the curb on the regular trash day or may bring materials to the recycling bins located at 335 Northland Boulevard in front of the Public Works building. To order a recycling bin, please contact the Municipal Building at 346-5700. Materials you may recycle at the curbside are: newspapers, all colors of glass jars and bottles, cans (aluminum, bi-metal and steel), and #1 and #2 plastic (2 liter, milk, detergent, shampoo and craft grocery bags). You may bring all these items and waste oil (crank case, lube, auto transmission fluid and diesel fuel #1 or #2) to the recycling bins located at 335 Northland Blvd. in the City Maintenance Garage parking lot. DANGEROUS DOGS/VICIOUS DOGS
There are ordinances regulating the owning or harboring of vicious dogs. Contact the Springdale Police Department at 346-5760 for information.

DEAD ANIMAL REMOVAL
The City will pick up animals from public or private property. If the animal is on private property, the property owner must give permission. We will not remove and/or return animal collars or other items that are attached to dead animals. Call 346-5520.

DECKS
To build a deck, a permit is required. Contact the Building Department at 346-5730.

DIGGING / EXCAVATING
Prior to digging on private or public property, call the Ohio Utilities Protection Service at 1-800-362-2764 so they can properly identify the location of all service lines.

EARNINGS TAX INFORMATION
The City of Springdale Tax Department levies a 1.5% earnings tax from every person who resides or is employed in the City. The City allows full credit up to 1.5% on any earnings taxed by another municipality. Information regarding income tax requirements and assistance with the completion of municipal tax returns is provided by tax department personnel, 346-5715, Mon.-Fri. 8-5, and select Saturdays during tax season.

ELECTRIC PERMITS
Permits are required for electrical work done to any structure and are issued by Inspection Bureau Inc. (IBI), 250 W. Court Street, Cincinnati, Ohio 45202, 381-6080. They are under contract with the City. For more information, contact the Building Department at 346-5730.

ELECTRIC SERVICE
Electric service is handled by Duke Energy. For service, call 800-544-6900.
EMERGENCY 9-1-1
For emergency police, medical, or fire services, dial 9-1-1. The phone number and address of the caller will appear on a computer display screen, and emergency personnel will be dispatched immediately.

EMERGENCY ELECTRIC SERVICE

EMERGENCY GAS SERVICE

EMERGENCY MEDIAL ASSISTANCE
When citizens call 9-1-1 for emergency medical assistance, the ambulance responds with two paramedics.

EMERGENCY SANITARY SEWER SERVICE
Sanitary sewers are serviced by the Metropolitan Sewer District. For service, call 352-4900.

EMERGENCY STORM SEWER SERVICE
Storm sewers are serviced by the Public Works Department. For service, call 346-5520.

EMERGENCY WATER SERVICE
Water service is provided by Cincinnati Water Works. For emergency water service, call 591-7700.

ENVIRONMENTAL COMPLAINTS
All complaints related to the environment are investigated by the Health Department. Please call 346-5725.

FENCES
To build or replace a fence, a permit is required. Fences may not exceed 6' in height and may not be placed in the front yard. On corner lots, they may not be placed in the side yard between the house and the side street. The finished side of fences must face neighboring properties and the right-of-way. Call 346-5730.

FIRE DEPARTMENT
The Fire Department responds to fires and calls for emergency medical assistance from its fire station centrally located in the City. For emergencies call 9-1-1 and for non-emergencies call 346-5580.

FIRE HYDRANT FLUSHING
Conducted twice a year, in April and September. Flushings are performed to flush out any sediment that has settled in the system and to exercise hydrants and check for necessary maintenance to keep the system in proper working order.

FIRE HYDRANT REPAIRS
Please contact the Springdale Fire Department at 346-5580 to report any hydrant that may be leaking or is damaged.

FLU SHOTS
Provided by the Health Department as part of the Health Fair held in October.  See website calendar for information or call Health Department @ 346-5725 for appointments.

FURNITURE DISPOSAL
Furniture may be placed at the curbside for pickup on your regular garbage pickup day. Call Rumpke at 742-2900.

GARAGE SALES
Garage sales are permitted, but for no more than five days in a three-month period. Signs may not be placed in the public right-of-way. Signs may not be posted on utility poles or light poles. No permit is required for garage sale signs. Call 346-5730.

GARBAGE PICKUP
Our garbage contractor will pick up garbage in cans at single family residences and condos. (They will not pick up at apartment buildings.) A limit of 5 containers per week is allowed.  Waste containers may be set at the curb no earlier than 6:00 p.m. the evening before scheduled collection day nor left at the curb no later than 6:00 a.m. the day following collection. Bulk items should be placed at the curbside along with your cans on your appointed pick up day. Lumber should be tied in bundles not more than four feet long. Doors should be removed from appliances to prevent serious injury or death to children. The item must have a tag or certificate attached indicating the refrigerant has been removed according to the clean air act specifications. For questions regarding garbage collection, please call Rumpke at 742-2900 or the Municipal Building at 346-5700.
 
NOTE: If disposing of an item containing refrigerant, you must remove the refrigerant prior to placing the item at the curbside for pick up. We suggest you contact your heating & air conditioning contractor to have the refrigerant removed.

GAS SERVICE

GRAFFITI REMOVAL
Contact the Public Works Department at 346-5520 to remove graffiti from public property.

Certain home occupations and home offices are permitted by the Springdale Zoning Code. Only family members residing at the residence may be employed. IDENTIFICATION CARDS
All City employees are issued identification cards with a photograph. All Public Works employees wear uniforms identifying them with Public Works logo on the left side of their shirt.

IMMUNIZATION CLINICS
Immunization clinics are held on the 1st and 3rd Wednesday mornings each month for uninsured and underinsured children. Please call 346-5725 for appointment or more information.

INSPECTION
All constructions on public streets, street openings and driveway apron replacements are inspected by the City of Springdale Public Works Inspector. LANDSCAPING
The City of Springdale Public Works' crews maintain the landscaping surrounding the City Municipal Building and other city owned properties including the Presbyterian Cemetery located on Springfield Pike at Cameron Road. Grass is mowed in all public right-of-way areas throughout the City. For information, call 346-5520.

LAWNCARE
In an attempt to ensure the attractiveness of Springdale and control noxious weeds, the City requires property owners to keep all weeds and grass under 10 inches high. If after notification the 10 inch tall vegetation has not been cut, the City will contract to have the property mowed and the property owner will be charged. If you believe someone may be in violation of this ordinance, please call the Building Department at 346-5730.

LEASH LAW
City ordinance prohibits the owners of animals and fowl to run at large in any street, lane, alley or public ground, or shall permit the animal or foul to go on or enter any private yard without consent of the owner. No owner or keeper of a dog, cat, or other domestic animal shall abandon that animal. For further information, call 346-5760.

LIBRARY
There are two branches of the Public Library of Cincinnati and Hamilton County convenient to Springdale. One is located in Forest Park at 655 Waycross Road, telephone 369-4478. The other is located in Sharonville at 10980 Thronview Dr., telephone 369-6049.

LITTER
If you have a complaint about accumulations of litter on private property, please contact the Building Department at 346-5730. Litter is collected from roadways and public areas, roadside garbage cans are emptied and bus stops are cleaned. Persons working off fines often work with our Public Works employees in cleaning up litter in the City. The work detail persons wear a red vest indicating "Springdale Community Work Service".

LOUD DOGS
No person shall keep or harbor any animal or fowl and fail to prevent that animal from creating unreasonable noise of such character, intensity, and duration as to unreasonably disturb other residents. Violators may be cited. For information, call 346-5760.

LOUD STEREOS IN VEHICLES
No person shall cause a noise or sound to emanate from their motor vehicle by the use of a radio, phonograph, television, tape player, loud speaker or any other electronically amplified sound device instrument, machine or equipment which is plainly audible at a distance of 50 feet from the motor vehicle.  The lawful use of a motor vehicle horn shall not be a violation of this section.  For information, call the Police Department at 346-5760.

MAYOR
Directly elected by the populous. The Mayor is the Chief Executive Officer of the City. He serves a four-year term.

MAYOR'S COURT
Located in the police building at 12105 Lawnview Avenue. Court is held on Wednesdays beginning at 3:00 p.m. Fines may be paid at the violations bureau window located in the Police Department 24-hours a day, 7 days a week. Call 346-5760.

MEDICAL FACILITIES
Nearest emergency medical facilities are Doctor's Urgent Care Office, located at 360 Glensprings Drive. Telephone 671-5050 and Mercy Health Fairfield Hospital, located at 3000 Mack Road, Fairfield. Telephone 513-870-7000. 

MUDDY STREETS
If streets are muddy from construction sites, please contact the Springdale Police Department at 346-5760 or the Public Works Department at 346-5520.

MUNICIPAL BUILDING
Located at 11700 Springfield Pike, 346-5700. The facility is open Monday through Friday from 8 a.m. - 5 p.m. The Tax Department wing only is open on select Saturdays during tax season.  Call 346-5715 for information on Tax Department hours.

PARKING ON UNIMPROVED SURFACE
Parking on the grass or other unimproved surface is prohibited by the Springdale Zoning Code. Vehicles must be parked on an asphaltic or concrete surface or a paver system approved for the parking of vehicles. Call 346-5730.

PARKING
Prohibited Standing or Parking Places:

On a sidewalk.

In front of a public or private driveway.

Within an intersection.

Within 10 feet of a fire hydrant.

On a crosswalk.

Within one foot of another parked vehicle.

Within 30 feet of, and upon the approach to, any flashing beacon, stop sign, or traffic control device.

At any place where signs prohibit stopping, standing or parking, or where curbing is painted yellow.

PARKS
Springdale has five satellite parks located within the various neighborhoods throughout the City. These five parks plus the Springdale Community Center property total approximately 100 acres of park land. These facilities provide athletic fields, basketball and tennis courts, picnic areas, and playgrounds. For further information regarding our parks call 346-3910. Satellite parks are open daylight till dark.
PARKS AND RECREATION COMMISSION
Meetings are held on the first Tuesday of the month at 7:00 p.m. to discuss park projects and activities. This Commission is appointed by the Mayor of Springdale and serves as an advisory board to the Parks & Recreation Department on related issues. The Commission does not meet in June, July or August. PERMITS (PUBLIC WORKS)
For construction work in the public right-of-way, the Superintendent of Public Works reviews applications for permits, either approves or disapproves the permits and sets bond amounts. Street opening permits are required for any work in the public right-of-way which requires digging. A permit fee is charged. Driveway apron replacement permits are required. A permit fee is charged. Call 346-5520. Cost free permits are required prior to planting or removing a tree in the public right-of-way. We have knowledgeable personnel who can and will evaluate trees on the public right-of-way to determine the tree's condition prior to the tree being removed. Call 346-5520.

PETS
The Zoning Code limits the number of household pets to two dogs, two cats or one dog and one cat per residence. Contact the Building Department at 346-5730 for further details. Also see Leash Law.

PLANNING COMMISSION
The Planning Commission reviews land use issues and zoning for new development and redevelopment and approves site development plans. The 7-member appointed body meets on the second Tuesday of each month at 7:00 p.m. in the Council Chambers. These are open meetings and the public is invited. For information, call 346-5730.

PUBLIC HEALTH NURSE
Provides services in the office, home and community. Please call 346-5725 for more information. Includes some home health care, teaching, giving immunizations, and checking blood pressures.

PUBLIC WORKS DEPARTMENT
Telephone 346-5520. The primary mission of the Public Works Department is to maintain the public streets, alleys and right-of-ways, and to provide for the health, safety and welfare of the general public. This includes several specific items such as: brush chipping, dead animal removal, garbage removal, issuance of permits for driveway aprons, street openings and tree planting or removal, litter control, maintenance of bus stops, roadside garbage cans, maintenance of the city owned Presbyterian Cemetery, recycling, sidewalk and curb repair, storm sewer maintenance and street and traffic signs. Street maintenance includes catch basin repair, crack sealing, inspection of street construction, line painting, pothole repair, sealing, snow and ice removal, stencil painting, street sweeping, and weed spraying. The Public Works Department has an Urban Forestry Program and has been recognized as a "Tree City USA". For more information, see Urban Forestry. A prisoner work release program is coordinated with the Springdale Police Department. One major function of this department is to maintain all city owned equipment and vehicles. The Public Works Department performs tasks as required in order to support other city departments, thereby assisting them to better serve the public.

RECREATION PROGRAM SIGN-UP
Information regarding sign-ups for youth and adult programs can be obtained by stopping by the Springdale Community Center and picking up our brochure or by calling 346-3910 for additional information. Additionally, youth sign-up information is disseminated through the local elementary schools and can be found on the marquee in front of the center.

RECREATIONAL VEHICLES
One recreational vehicle (travel trailer, motor home, boat trailer) may be stored in the side or rear yard. All recreational vehicles must be stored no closer than 5 feet to a lot line. For information, call the Building Department at 346-5730.

RIGHT-OF-WAY QUESTIONS
The right-of-way is a strip of land owned by the City, which usually includes the roadway, the land between the roadway and the sidewalk and 1' behind the walk, or the street and the utility poles. SOS (SPRINGDALE OFFERING SUPPORT)
SOS is an organization, initiated by the City of Springdale, which includes representatives from local agencies, churches, organizations and concerned citizens in the Springdale area.  They Coordinate community resources and unite individuals and families with elements of help and assistance within Springdale.  Please call 346-5725 to make a donation, volunteer or request service.
 
STORM DRAINAGE SYSTEMS

STREET IMPROVEMENTS
The Public Works Department maintains and repairs all public streets. This includes catch basin and drain cleaning, crack sealing, line and stencil painting, pot hole repair, snow and ice removal, and sweeping. Call 346-5520.

STREET LIGHTS
Report broken or burned out street lights to Cincinnati Gas & Electric at 1-800-543-5599. Or you may contact the Police Department at 346-5760.

SUMMER STREET PROGRAM
During the summer street program, streets, curbs and sidewalks are repaired and residents are notified if driveway aprons are in need of replacement. For information, call 346-5520.

SWIMMING POOLS

TAX BOARD OF REVIEW
Meets on an as needed basis to review any objections raised by taxpayers over their earnings tax assessment.

TAXES

Admissions Tax - A tax of 3% has been levied on the amounts received for admission to any establishment in the City.

City Earnings Tax - A 1.5% municipal earnings tax is imposed on the wages, salaries, commissions and other compensation earned by residents of the City of Springdale and on individuals working within the City of Springdale. The City allows full credit up to 1.5% on any earnings taxed by another municipality.

Property Tax - An effective property tax rate is determined by Hamilton County each year.  The City of Springdale receives a share of the money collected.   Property taxes are collected through Hamilton County. For information, call Hamilton County Auditor at 946-4000.

Transit Occupancy Tax - A tax of 3% has been levied on all rents received by a hotel, motel, etc. for lodging furnished to transient guests.

TREES
An Urban Forestry Program was begun in 1985 with the planting of a few trees and has expanded each year. The City of Springdale received the 1992 Tree City USA award for our outstanding tree planting program. Trees are sprayed for insects on city owned / city maintained landscaped areas. Single family residents may request trees to be planted by the City in the public right-of-way of their property during a spring or fall planting. A selection can be made from a variety of trees, space permitting, each resident may request two trees to be planted in the public right-of-way or four trees to be planted in the public right-of-way if your property is a corner lot. The requests are handled on a first come, first serve basis. There is no cost to the resident. Once the city plants a tree, it becomes the resident's responsibility. A care instruction sheet will be supplied explaining how to care for the new tree(s). Call 346-5520. Trees on properties over 20,000 sq. ft. in area are subject to the City's Tree Preservation Ordinance. All hardwood trees 6" in diameter and larger, evergreens 8" in diameter and larger and ornamental trees 2" in diameter and larger require prior approval by the Building Department before removal. This includes dead, damaged or diseased trees. Developed single-family zoning lots are exempt from these requirements. For more information regarding removal of trees, please call the Building Department at 346-5730. If a resident would like to plant or remove a tree from the public right-of-way, they must first obtain a permit. After removal of a tree, the Public Works Department will grind out the stump on the public right-of-way in order to enhance safety or in preparation for planting new trees. Call 346-5520.

TREE TRIM NOTICES
Annually, or as needed, trees that overhang streets and sidewalks or are near intersections are inspected. If necessary, property owners are notified to trim their trees. Trees should be trimmed so that a cleared height of 8' is maintained between the lowest branches or foliage and the sidewalk or street. The Public Works Department also trims trees in the public right-of-way. Call 346-5520.

UNLICENSED/UNROADWORTHY VEHICLES
The Springdale Zoning Code requires that vehicles stored outdoor on private property be roadworthy and currently licensed at all times. To report a violation, contact the Building Department at 346-5730.

WEED ORDINANCE
In an attempt to ensure the attractiveness of Springdale and control noxious weeds, the City requires property owners to keep all weeds and grass under 10 inches high. If after notification, the 10 inch tall vegetation has not been cut, the City will contract to have the property mowed and the property owner will be charged. If you believe someone may be in violation of this ordinance, please call the Building Department at 346-5730.

WEED SPRAYING
Weeds are sprayed on city roadsides and on city property (not including Parks and Recreation). Call 346-5520 for information.

WILD ANIMALS
If you are having trouble with wild animals, particularly skunks, please call the Health Department at 346-5725 for assistance.

YARD WASTE
As of May 1, 1997, it is no longer necessary to separate out yard waste from the rest of your garbage. Yard waste can be put out for Rumpke in plastic bags along with the rest of your garbage. The Rumpke stickers and biodegradable bags are no longer required. For more information, call Rumpke at 742-2900 or the Municipal Building at 346-5700. The City still strongly encourages all Springdale residents to continue to mulch and compost their yard waste.
